 INFORMATION ABOUT THE EMBASSY, REQUIRED UNDER SECTION 4(1)(B) OF
THE RTI ACT, 2005

1. The information provided under the Act is available to citizens of India only. Applications should be submitted along with documentary proof of Indian Citizenship (like copy of personal particulars pages of passport). It may be noted that OCI/PIO Card holders are foreign nationals, holding foreign passports and are, therefore, not eligible to seek information under the RTI Act 2005. More information is available at http://rti.gov.in.

2. Applications seeking information under the Act may be sent by post or by email along with the prescribed fee in Mexican Pesos, equivalent to Indian Rs.10/- in the form of a cheque favoring Embajada de la Republica de la India, Mexico City. The current conversion rate (April 2015) is INR 1 = Mexican Pesos 0.2445. The RTI fee can also be paid using e-IPO service of Department of Posts details of which are given in para 4 below.

It may also be pointed out that as per section 6(1) (a) of the RTI Act, 2005, a person who desires to obtain any information under the Act is required to submit the application to the Public Information Officer (PIO) of the ‘‘concerned public authority.’’ Applicants are, therefore, advised to send their requests under the RTI Act to the Embassy of India, Mexico City only when the subject matter can reasonably be presumed to pertain to this Embassy. Where the information required obviously does not pertain to the Embassy, the application may be addressed to the concerned PIO directly. While section 6(3) provides for the transfer of an application by a receiving PIO to another [concerned] PIO, this is clearly meant to cover situations where the application is addressed to a PIO on a reasonable assumption that it has been directed to the PIO of the relevant public authority.

4. The Government of India (Department of Post) has launched the e-IPO (Electronic Indian Postal Order) service to facilitate purchase of Indian Postal order electronically for paying RTI fee/cost of information on-line through e-Post Office Portal (https://www.epostoffice.gov.in) of the Department of Posts. The Credit Card or Debit Card of any bank powered by Visa/ Master can be used for this purpose. A printout of the eIPO is required to be attached with the RTI application sent in hard copy. In case RTI application is filed electronically, the eIPO is to be enclosed as an attachment. The RTI applicants may pay the RTI fee/cost of information on-line using the said e-IPO service for seeking information from Ministries/Departments in India as well as from Indian Missions abroad.
